The present work is linked to the research of management of educational systems and units and organization of the educational process in elementary schools, their practices and new possibilities of collective work, with a research proposal, whose main scope is to analyze the models of educational management adopted by three municipalities in the State of Pará, namely, Abaetetuba, Acará and Barcarena, in the light of legally established models and scientifically and technically constructed conceptual bodies, verifying their ability to effect a better quality teaching process with optimization of resources, in the light of references such as: managerial conception of management and democratic management. It adopts as methodological orientation the policy cycle approach, formulated by Stephen Ball and Richard Bowe (1992) and used in different contexts as a theoretical-analytical framework for the study of educational policies. The theory differs from the reality experienced in the municipalities, despite the autonomy attributed to municipal systems, in practice, there is a centralization of power, which directly affects the education of the student, this is expressed in the data obtained through the learning performance indices when transformed into management actions, requiring a construction based on the participatory educational management model. |
