Resumo:
This Academic Master's Dissertation in Education is linked to the State, Society and Educational Practices research line of the Postgraduate Program in Education at the Federal University of Tocantins. It approaches the theme of perspectives of accountability and institutional arrangements of policies and management of public education in the city of Palmas/TO in the period 1989 to 2020, considering that this period is the beginning of the institutionalization of the Municipal Education System of Palmas/TO with the organization of the municipal secretariat of education. This is a network research entitled 'Public Policies of Regulation by Results and the Democratic Government of Education', whose General Coordination is located at the Universidade do Oeste de Santa Catarina. In Tocantins, it is developed by members of the Study, Research and Extension Group on Municipal Education/Observatory of Education Systems and Plans of the Federal University of Tocantins. Its general objective is to investigate the perspectives of accountability and the institutional arrangements of public education policies and management in the municipality of Palmas/TO from 1989 to 2020. Its epistemological approach is the historical-dialectical materialism and is based on bibliographic review and documentary research, having as empirical field the municipality of Palmas, in the period from 1989 to 2020. The research shows the presence of an accountability perspective and institutional arrangements marked by regulation by results. Also, there are norms that institute formal spaces and mechanisms in the perspective of a democratic government, lacking effectiveness in the field of action.
