There are many failures in the mobilization of social actors which, consequently, are reflected in the later stages of regularization. Thus, we seek to outline a methodological proposal in order to implement communicative strategies in land regularization projects involving mobilizing agents, social actors and institutional managers, in order to guarantee the establishment of co-responsibility of the process in REURB-S projects, developed by the REDE AMAZÔNIA program. . The objective of the research is to subsidize support material and support for the preparation of a communication and social mobilization plan in the next municipalities where the Amazon Network Program operates, articulating, from an interdisciplinary perspective, concepts of communication, social mobilization and healthy housing, in the search for social inclusion of informal urban centers. The analysis of the results shows that most residents would like to receive better direct instructions from the regularization teams to understand the entire process. Among the alternatives, we sought to include digital media, podcasts, lives, among others, as viable tools for training, information, and mobilization. It is proposed, as a communicative strategy for future mobilizations in the partner municipalities of the Amazon Network Program, the use of usual means of interaction between people, such as social networks and digital media. O presente trabalho parte da premissa de que a comunicação na construção da mobilização social deve ser um dos primeiros passos no processo de regularização fundiária, almejando melhoria nas habitações dos moradores de núcleos informais urbanos. Existem muitas falhas na mobilização dos atores sociais que, consequentemente, se refletem nas etapas posteriores da regularização. Assim, buscamos delinear uma proposta metodológica a fim de instrumentalizar estratégias comunicativas em projetos de regularização fundiária envolvendo os agentes mobilizadores, os atores sociais e os gestores institucionais, na garantia de estabelecer uma corresponsabilidade do processo nos projetos de REURB-S, desenvolvido pelo programa REDE AMAZÔNIA. O objetivo da pesquisa é subsidiar um material de apoio e suporte para confecção de um plano de comunicação e mobilização social nos próximos municípios de atuação do Programa Rede Amazônia, articulando, na perspectiva interdisciplinar, conceitos de comunicação, mobilização social e habitação saudável, na busca da inclusão social dos núcleos informais urbanos. A análise dos resultados mostra que a maioria dos moradores gostariam de receber melhor as instruções diretas das equipes de regularização para a compreensão de todo o processo. Entre as alternativas, buscou-se a inclusão de meios de comunicação digitais, podcast, lives, entre outros, como instrumentos viáveis de capacitação, informação, e mobilização.
