This study titled Social Housing in the City of Abaetetuba : Evaluation of the project Implementation process Abaeteoara I e II, aimed to analyse the implementation of national housing policy in Abaetetuba, particularly the national policy of social interest – PNHIS, highlighting the obstacles to effectiveness this project, we researched the residential Abaeteoara I and Abaeteora II which were the first housing projects in the city , although they were first in this context they have not yet been handed out to the registered users. At the beginning, this study shows two essential concepts to understand housing policy: territory and housing, it is essential for reflection on the reality investigated, also shows a brief historical context of the trajectory of housing policy in Brazil emphasizing some distinctions in each era as well as the positioning of each government maintained on the problems related to this subject. In order to subsidizer the research, it was necessary to present in this study a brief explanation of the Brazilian housing deficit focusing on the northern region, in order to clarify how this problem has been affecting the cities of Pará, specially Abaetetuba. Therefore, for clarification was analysed the data obtained through field documentary and bibliographical research, using research instruments, conducting interviews, applying questionnaires and consent term regard to ethics of those involved in the research. The analysis of the results in this study makes it possible to understand from the point of view of the beneficiaries as well as the relatives involved the different meaning of decent housing and the negative impacts on their lives because the delay in the Project completion and the hand out of housing units.
