At the beginning, this study shows two essential concepts to understand housing policy: territory and housing, it is essential for reflection on the reality investigated, also shows a brief historical context of the trajectory of housing policy in Brazil emphasizing some distinctions in each era as well as the positioning of each government maintained on the problems related to this subject. In order to subsidizer the research, it was necessary to present in this study a brief explanation of the Brazilian housing deficit focusing on the northern region, in order to clarify how this problem has been affecting the cities of Pará, specially Abaetetuba. Therefore, for clarification was analysed the data obtained through field documentary and bibliographical research, using research instruments, conducting interviews, applying questionnaires and consent term regard to ethics of those involved in the research. The analysis of the results in this study makes it possible to understand from the point of view of the beneficiaries as well as the relatives involved the different meaning of decent housing and the negative impacts on their lives because the delay in the Project completion and the hand out of housing units. Este trabalho intitulado Habitação de Interesse Social no município de Abaetetuba: Avaliação do processo de implantação dos Empreendimentos Abaeteoara I e II tem como objetivo analisar a implementação da política de habitação em Abaetetuba, em particular a Política Nacional de Habitação de Interesse Social-PNHIS, destacando os entraves para sua efetivação, para tanto pesquisamos os Conjuntos Habitacionais Abaeteoara I e II que foram os primeiros empreendimentos habitacionais do município que, embora tenham sido pioneiros neste contexto, ainda não foram entregues aos usuários cadastrados. A princípio, neste estudo evidencia dois conceitos imprescindíveis para compreender a política de habitação: território e moradia, essenciais para reflexão sobre a realidade aqui investigada, apresenta ainda uma breve contextualização histórica da trajetória da política de habitação no Brasil enfatizando algumas distinções em cada época, bem como o posicionamento que cada governo manteve sobre os problemas relacionados ao tema. Para subsidiar a pesquisa houve a necessidade de apresentar neste estudo uma breve explanação do déficit habitacional brasileiro focalizando a região norte, no intuito de esclarecer como essa problemática vem afetando as cidades do Pará, em particular a de Abaetetuba. Assim, a partir desse esclarecimento analisou-se a conferência dos dados que se deu por meio da pesquisa de campo, documental e bibliográfica, utilizando instrumentais de pesquisa, realização de entrevista, aplicação de questionário e o termo de consentimento no que se refere à ética dos envolvidos na pesquisa.
