Institutional care is one of the essential services to intervene in cases of violation of the rights of children and adolescents. Among the agents involved in institutional care, the Tutelary Council is an essential municipal body, created from the ECA, specialized in the defense of the rights of children and adolescents, endowed with authority, powers and duties equivalent to those of the Justice for Children and Youth . In view of this, in order to understand the role of these agents in relation to institutional sheltering, this work has the general objective of analyzing the performance of the Tutelary Council of the municipality of Parintins in cases of institutional sheltering of children and adolescents from the Institutional Sheltering Service (SAICA) . Thus, the following specific objectives were defined: to present the socio-historical process of institutional care for children and adolescents and the Tutelary Council in Parintins/AM; to reveal the performance of the Tutelary Council in cases of institutional reception and how its articulation with SAICA of Parintins/AM occurs; and reveal the perception of guardianship counselors about their actions and contributions to guarantee and enforce the rights of children and adolescents in institutional care for children and adolescents in Parintins/Am. For this, this qualitative work carried out a bibliographic survey, and was based on field research, using a semi-structured questionnaire as a data collection instrument, with open questions, directed at three Tutelary Counselors in the municipality of Parintins. The results indicate that there is an active work of the protection network, with the practice of the Tutelary Counselor being essential for cases of family identification, transfer and sharing of information within the scope of the Public Ministry, SAICA, CREAS and other bodies involved in institutional care.
