The research project is based on the conception of democratic management and uses the analysis categories of the dialectical method. It seeks to analyze the attributions for school managers in the legal frameworks and operational frameworks of the Municipal Department of Education of Manaus in the period between 2015 and 2022. As well as identifying the legal and operational frameworks established for managers of the municipal network and to delimit the attributions of the managers of the Secretariat of Education of Manaus. It is based on the conception of democratic management and uses the categories of analysis of the dialectical method, in the face of convergences and contradictions in the process of implementing democratic management defined by the municipal teaching system of Manaus, since 2001, for public schools in basic education, mainly early childhood education and elementary education. In this direction, our research question is: what are the attributions for school managers, instituted by the legal frameworks and by the operational frameworks of the Municipal Department of Education of Manaus in the period between 2015 and 2022? And as guiding questions we have: What are the legal and operational frameworks that establish the attributions of school managers in the municipal public education network? The methodology suggests the application of a qualitative approach in document analysis, focusing on the Municipal Education Plan of Manaus (2015-2025), the Final Report of the 2013 Municipal Education Conference and documents from the Municipal Education Forum of Manaus, among others. The analysis of the collected data will be done according to the content analysis technique (BARDIN, 2016), starting from the initial categories: education, democratic management, managerialism, management, educator. In times of attacks on democracy in our society, it is a fundamental role of educators to reinforce the social value of the principle of democratic management of public education in Brazil and in all federal entities.
