The Igarapé Carrapato is a left margin of the Cauamé River, which is a right margin of the Branco River. The Igarapé Carrapato Hydrographic Basin was selected as a suggestion for the creation of the first hydrographic basin committee in the State of Roraima, given the evidence of multiple uses and possible future conflicts by the users of the basin. The research area is located in the municipality of Boa Vista, in Roraima, between the latitudes of 02º59'33" N and 02º52'35" N and longitudes 60º43'40" W and 60º40'37" W, covering an approximate distance of 18 km. The general objective of this work is to present the proposal for the institution of the Igarapé Carrapato Hydrographic Basin Committee – CBHIC to the State Council of Water Resources - CERH, in order to create the first Hydrographic Basin Committee in the State of Roraima. The characterization of the hydrographic basin was carried out, through bibliographical surveys, as well as the diagnosis of the situation of the water resources of the Igarapé Carrapato basin; the main governmental and non-governmental actors present in the basin were verified; multiple uses of resources and some conflicts between uses and users of the basin were identified. The methodological procedures were carried out through a bibliographic, documental and field survey and, after, the treatment of primary and secondary data was carried out, through the elaboration of maps, tables, graphs and photographic records. As a result, it is expected that the process of formation of the Igarapé Carrapato Hydrographic Basin Committee - CBHIC will take place, with the completion of the registration of users and governmental and non-governmental actors, mobilization in the basin, definition of priorities, realization from the sector conferences, the election of the committee members, the formal institution of the committee, the creation of the interim board and the subscription of the proposal. The creation of CBHIC represents an advance in the awakening of water resources management in the State of Roraima.
