The Igarapé Carrapato Hydrographic Basin was selected as a suggestion for the creation of the first hydrographic basin committee in the State of Roraima, given the evidence of multiple uses and possible future conflicts by the users of the basin. The research area is located in the municipality of Boa Vista, in Roraima, between the latitudes of 02º59'33" N and 02º52'35" N and longitudes 60º43'40" W and 60º40'37" W, covering an approximate distance of 18 km. The general objective of this work is to present the proposal for the institution of the Igarapé Carrapato Hydrographic Basin Committee – CBHIC to the State Council of Water Resources - CERH, in order to create the first Hydrographic Basin Committee in the State of Roraima. The characterization of the hydrographic basin was carried out, through bibliographical surveys, as well as the diagnosis of the situation of the water resources of the Igarapé Carrapato basin; the main governmental and non-governmental actors present in the basin were verified; multiple uses of resources and some conflicts between uses and users of the basin were identified. The methodological procedures were carried out through a bibliographic, documental and field survey and, after, the treatment of primary and secondary data was carried out, through the elaboration of maps, tables, graphs and photographic records. As a result, it is expected that the process of formation of the Igarapé Carrapato Hydrographic Basin Committee - CBHIC will take place, with the completion of the registration of users and governmental and non-governmental actors, mobilization in the basin, definition of priorities, realization from the sector conferences, the election of the committee members, the formal institution of the committee, the creation of the interim board and the subscription of the proposal. The creation of CBHIC represents an advance in the awakening of water resources management in the State of Roraima. O Igarapé Carrapato é um afluente da margem esquerda do Rio Cauamé, que é afluente da margem direita do Rio Branco. A Bacia Hidrográfica do Igarapé Carrapato foi selecionada como sugestão de criação do primeiro comitê de bacia hidrográfica do Estado de Roraima, em face às evidências dos usos múltiplos e possíveis conflitos futuros pelos usuários da bacia. A área de pesquisa situa-se no município de Boa Vista, em Roraima, entre as latitudes de 02º59’33” N e 02º52’35” N e longitudes 60º43’40” W e 60º40'37” W, percorrendo uma distância aproximada de 18 km. O objetivo geral deste trabalho é apresentar a proposta de instituição do Comitê da Bacia Hidrográfica do Igarapé Carrapato – CBHIC ao Conselho Estadual de Recursos Hídricos - CERH, para o fim de ser criado o primeiro Comitê de Bacia Hidrográfica do Estado de Roraima. Foi realizada a caracterização da bacia hidrográfica, através de levantamentos bibliográficos, bem como se realizou o diagnóstico da situação dos recursos hídricos da bacia do Igarapé Carrapato; verificaram-se os principais atores governamentais e não governamentais presentes na bacia; identificaram-se os usos múltiplos dos recursos e alguns conflitos entre os usos e usuários da bacia. Os procedimentos metodológicos foram realizados através de levantamento bibliográfico, documental e de campo e, após, foi realizado o tratamento dos dados primários e secundários, através da elaboração de mapas, tabelas, gráficos e registros fotográficos. Como resultados, espera-se que ocorra o processo de formação do Comitê da Bacia Hidrográfica do Igarapé Carrapato - CBHIC, com a concretização do cadastro de usuários e atores governamentais e não governamentais, a mobilização na bacia, a definição de prioridades, a realização das conferências setoriais, a eleição dos membros do comitê, a instituição formal do comitê, a criação da diretoria provisória e pôr fim a subscrição da proposta. A criação do CBHIC, representa um avanço para o despertar da gestão de recursos hídricos no Estado de Roraima.
