The use of funds from the federal Brazilian environmental compensation
through the allocation to protected areas, is undeniably an important source of funds
for their implementation. However, the task of allocating these resources, mostly in
large-scale, places the public manager in what is perhaps the biggest bottleneck of the
government - the decision-making. Therefore, the manager should be based on current
information to feed back his planning, and on a effective and transparent methodology
of allocation, to archive the main objective of the environmental compensation
institute, which is, to compensate the damage that could not be avoided and mitigated
in the licensing process for enterprises that causes significant environmental impact.
This study aimed to contribute to the improvement of the criteria for allocation of
federal environmental compensation by reviewing the allocation experience of other
Brazilian states and nations, and using the composition of suggestions and opinions
obtained through surveys with key players. However, the compensation should be
considered in its totality, because the first step in the process influences the next one,
which, in his turn, helps to improve the previous. Given the various contributions
collected, we suggest an urgent review of the federal compensation, returning to its
"essence" and adjust responsibilities between the stakeholders. |
