Resumo:
It is a case study aimed at improving managment in the use of the Administrative System for the First Degree Certification Control of the District Registry Office of Gurupi, Tocantins state / Brazil, with the intent of expanding access to justice and effectiveness of the jurisdictional provision and the achievement of fundamental guarantees based on the examination of the perception of the users that demonstrated difficulties in the use of the certificate issuing system. The investigation of users1 awareness will be performed through the collection of data, from two different procedures: questionnaires and systematic observation in the District Registry Office of Gurupi-TO. The context involves the Tocantins state Judiciary that made available to citizens, on May 4, 2016, the Certificate Control System (SISCOCE), which is based on the storage of the electronic Judicial Process system (e- Proc/TJTO). In the first degree certificates the processes are distributed into actions and civil executions, criminal and military justice of the state of Tocantins. The implementation of the system, in electronic form, aims, inter alia, at the achievement of economic goals and speed, in the sense defined by the National Justice Council (CNJ). In spite of these purposes, significant numbers of citizens are resistant to the system, either because they are not familiar with computers and printers, because they are elderly and have lived a large part of their existence in a non-electronic society or have low schooling. The study evidences this sociological reality and emphasizes that the implementation of e-Proc / TJTO brought changes in the procedural forms of the processes, giving greater speed to the procedures. The methodology guided by the itinerary proposed by - Robert Yin (2005) The investigation of the perception of the users was done in the Registry of Distribution of the Gurupi-TO Region from data collection, by two procedures: questionnaires and observation that were treated in the perspective of Ethnography. The reality has been described and submitted to analytical comparisons with legislation and related resolutions and the interdisciplinary perspective was constituted by knowledge of information society knowledge and judicial management, access to justice, access to information, industry 4.0, in interactions with the autopoietic system in Luhmann's conception.
