Resumo:
This research becomes successful from the understanding of the concept of public policies, brings to the debate definitions about public policies, the way they are built and their political interference in society. Public policies are present in everyday life and are expressed in social demands, among other issues required for political and social survival. The objective is to elucidate the definition of public policies, to illustrate conceptions that point to governmental obligations and competences, the government's role as a formulator of public policies, as well as to describe the cycle of public policies in a framework of principles for the formulation and implementation of these institutional policies, directed to the context of political decisions and highlighted by social barriers. The bibliographic method exposes the cycle of public policies in the political sphere of the Brazilian reality, resulting in critical debates between coalition presidentialism and the consequences for society.
