This paper seeks to understand what factors influence a public policy for leisure in the projects developed by the Secretary of State for Sport and Leisure (SEDEL) to the city of Macapá, the following objectives: to investigate and characterize the existing leisure projects in SEDEL; analyze the concepts of leisure in the same check and citizen participation in relation to projects, aimed at establishing an understanding of public policies for leisure from the (design of leisure, participation and development of this policy), in a dialectical perspective. Public policy is the means through which society ensures the social right, in this case leisure. But these possibilities are only successful when the public policy part of State and Society in a co-management. However, these actions are still characterized by the total dominance of the State, namely, the centralization of policy decisions about leisure. The historical and dialectical materialism, this research examines the reference object in different ways, studying the origin and development of events in a spiral shape from the historical point of view, that this way the reflections related to the object of study is understood in its entirety. The procedures, tools and research techniques were used: document analysis, which involved the following steps (pre-analysis, initial reading, interpretation and exploitation of the document), the interview with questions of content exploration applied to employees of the institution subject _ research and field journal (which included the observation and reflections registered) based on theoretical and methodological framework enabling some considerations on the subject. The study shows that public policies for leisure in the city of Macapá need to understand: the relaxation in its scope, and real importance to the people, popular participation as part of this process gives the possibility of interventions to overcome the centralization of decisions (from top to bottom) that public policy and more leisure activities that run, the need to tender to obtain a permanent staff and investment in continuing training for leisure. And also believes that these appointments need to get to the change of public education for leisure.
