Public policy is the means through which society ensures the social right, in this case leisure. But these possibilities are only successful when the public policy part of State and Society in a co-management. However, these actions are still characterized by the total dominance of the State, namely, the centralization of policy decisions about leisure. The historical and dialectical materialism, this research examines the reference object in different ways, studying the origin and development of events in a spiral shape from the historical point of view, that this way the reflections related to the object of study is understood in its entirety. The procedures, tools and research techniques were used: document analysis, which involved the following steps (pre-analysis, initial reading, interpretation and exploitation of the document), the interview with questions of content exploration applied to employees of the institution subject _ research and field journal (which included the observation and reflections registered) based on theoretical and methodological framework enabling some considerations on the subject. The study shows that public policies for leisure in the city of Macapá need to understand: the relaxation in its scope, and real importance to the people, popular participation as part of this process gives the possibility of interventions to overcome the centralization of decisions (from top to bottom) that public policy and more leisure activities that run, the need to tender to obtain a permanent staff and investment in continuing training for leisure. And also believes that these appointments need to get to the change of public education for leisure. Este trabalho busca compreender quais fatores implicam para uma política pública de lazer desenvolvida nos projetos da Secretaria de Estado do Desporto e do Lazer (SEDEL) para a cidade de Macapá, tendo os seguintes objetivos: investigar e caracterizar os projetos de lazer existente na SEDEL; analisar as concepções de lazer nos mesmo e verificar a participação cidadã em relação aos projetos, visando estabelece um entendimento das políticas públicas de lazer a partir da (concepção de lazer, participação e elaboração dessa política), numa perspectiva dialética. A política pública representa a via por meio da qual a sociedade garante o direito social, neste caso o lazer. Mas essas possibilidades só são bem sucedidas quando as políticas públicas integram Estado/Sociedade em uma co-gestão. Entretanto, essas ações ainda são caracterizadas pela total predominância do Estado, ou seja, a centralização de decisões a cerca da política de lazer. O materialismo histórico-dialético, referencial dessa pesquisa analisa o objeto nas diferentes formas, estudando a origem e o desenvolvimento dos acontecimentos de uma forma espiral, a partir do ponto de vista histórico, para que dessa maneira as reflexões relacionadas ao objeto de estudo seja compreendida em sua totalidade. Os procedimentos, instrumentos e técnicas de pesquisa utilizadas foram: a análise documental, que seguiu os seguintes passos (pré-analise, leitura flutuante, exploração do documento e interpretação), a entrevista com perguntas de conteúdo exploratório aplicado para os funcionários da instituição (sujeitos da pesquisa) e o diário de campo (que contemplou as observação e reflexões registradas) com base no referencial teórico-metodológico possibilitando algumas considerações acerca da temática. O estudo aponta que as políticas públicas de lazer realizada na cidade de Macapá necessitam compreender: o lazer em sua abrangência e real importância para a população; a participação popular como parte desse processo dando possibilidade de intervenções, para superar a centralização das decisões (de cima para baixo); que políticas públicas de lazer é mais que execução de atividades; a necessidade de concurso público para a obtenção de um quadro permanente de funcionários e investimentos na continuidade da formação dos profissionais do lazer.
