On the other hand, it is known that the Constitution of the Federative Republic of Brazil of 1988 granted important functions to the Public Ministry, a permanent institution, essential to the jurisdiction of the State, whose purpose is to defend the legal order, the democratic regime and social interests. and unavailable individuals (art.127), among others. In line with this constitutional mission, the National Council of the Public Ministry, seeking to sow a culture of institutional results, within the scope of the Brazilian MP, has undertaken its strategic mission of strengthening and promoting responsible and socially effective action, which presupposes the promotion of resolute action, notably in inducing, monitoring and supervising the implementation of public policies that enforce fundamental rights. However, numerous complaints have been received by the Federal Public Ministry about public problems related to the execution of the Xingu PDRS. In effect, these public problems that call for action by the Federal Public Ministry led to the following question: To what extent has the work of the Federal Public Ministry contributed to effectively solving public problems related to the execution of the Xingu PDRS? The study is inclined to confirm, or not, the hypothesis that the actions of the Federal Public Ministry have achieved an unsatisfactory resolution rate for public problems related to the execution of the Xingu PDRS. O propósito da presente dissertação consiste na avaliação da atuação do Ministério Público Federal na fiscalização e no acompanhamento da execução do Plano de Desenvolvimento Regional Sustentável do Xingu, uma instituição inovadora, a qual surgiu da parceria entre o Governo Federal e o Governo do Estado do Pará, no contexto de construção da UHE Belo Monte, com a finalidade de promover políticas públicas descentralizadas que resultassem na melhoria da qualidade de vida da população habitante da área territorial de sua abrangência, a Região de Integração do Xingu, caracterizando-se, dentre outras, por sua governança multinível, em rede. Por outro lado, é consabido que a Constituição da República Federativa do Brasil de 1988 outorgou importantes funções ao Ministério Público, instituição permanente, essencial à jurisdição do Estado, o qual tem por finalidade a defesa da ordem jurídica, do regime democrático e dos interesses sociais e individuais indisponíveis (art.127), entre outras. Na linha dessa missão constitucional, o Conselho Nacional do Ministério Público ensejando semear uma cultura de resultado institucional, no âmbito do MP brasileiro, tem se incumbido de sua missão estratégica de fortalecer e promover uma atuação responsável e socialmente efetiva, a qual pressupõe o fomento à atuação resolutiva, notadamente, na indução, no acompanhamento e na fiscalização da implementação de políticas públicas efetivadoras dos direitos fundamentais. Entretanto, inúmeras denúncias têm sido recebidas pelo Ministério Público Federal acerca de problemas públicos relacionados com a execução do PDRS do Xingu. Com efeito, esses problemas públicos que clamam a atuação do Ministério Público Federal conduziram ao seguinte questionamento: Em que medida a atuação do Ministério Público Federal tem contribuído para solucionar, de modo efetivo, os problemas públicos relacionados com a execução do PDRS do Xingu? O estudo inclina-se para ratificar, ou não, a hipótese de que a atuação do Ministério Público Federal tem alcançado índice de resolutividade insatisfatório dos problemas públicos relacionados com a execução do PDRS do Xingu.
