Resumo:
This research aims to analyze the decentralized environmental management performed by State environmental agencies that make up the State of System Environment of Amapá. Environmental management aims, among others, rationalisation of the use and exploitation of natural resources and regional economic and social activities able to shift the balance and/or the quality of the environment. To this end, the State uses its administrative machinery and of legal instruments. But how is the shared management between the various State bodies of Amapá environment? The leading hypothesis refers to a process riddled with contradictions that impose difficulties to effective implementation and consolidation of environmental management shared between the State bodies of the environment of the State of Amapá in Brazil, whether by misinterpretations of the laws and/or decisions eminently political. The detailed analysis for the existence or absence of environmental policies formulated by the State, as well as organizational and institutional structure established by the State of Amapá in Brazil for the environmental management of their territory. From the methodological point of view, this research used the bibliographical research with qualitative approach of data related to environmental management model of the State of Amapá in Brazil, besides the legislative technical scientific support amparo and, finally, the analysis of the effectiveness of environmental agencies. The results indicate that the State of System Environment needs to be enhanced in order to strengthen the environmental management shared between the State bodies which integrate environmental administrative structure of Amapá, as there are many points of conflict of competence that are arising from the formulation and planning based on strictly political decisions, rather than organic arrangements that prioritize cooperation among the organs based on technical criteria.
