Environmental management aims, among others, rationalisation of the use and exploitation of natural resources and regional economic and social activities able to shift the balance and/or the quality of the environment. To this end, the State uses its administrative machinery and of legal instruments. But how is the shared management between the various State bodies of Amapá environment? The leading hypothesis refers to a process riddled with contradictions that impose difficulties to effective implementation and consolidation of environmental management shared between the State bodies of the environment of the State of Amapá in Brazil, whether by misinterpretations of the laws and/or decisions eminently political. The detailed analysis for the existence or absence of environmental policies formulated by the State, as well as organizational and institutional structure established by the State of Amapá in Brazil for the environmental management of their territory. From the methodological point of view, this research used the bibliographical research with qualitative approach of data related to environmental management model of the State of Amapá in Brazil, besides the legislative technical scientific support amparo and, finally, the analysis of the effectiveness of environmental agencies. The results indicate that the State of System Environment needs to be enhanced in order to strengthen the environmental management shared between the State bodies which integrate environmental administrative structure of Amapá, as there are many points of conflict of competence that are arising from the formulation and planning based on strictly political decisions, rather than organic arrangements that prioritize cooperation among the organs based on technical criteria. Esta pesquisa tem por objetivo analisar a gestão ambiental descentralizada realizada por meio dos órgãos ambientais estaduais que compõem o Sistema Estadual de Meio Ambiente do Amapá. A gestão ambiental visa, entre outros, a racionalização do uso e aproveitamento dos recursos naturais e o ordenamento das atividades econômicas e sociais capazes de alterar o equilíbrio e/ou a qualidade do meio ambiente. Para tanto, o Estado utiliza-se de seu aparelho administrativo e de instrumentos legais. Mas de que forma se configura a gestão compartilhada entre os diferentes órgãos estaduais de meio ambiente do Amapá? A hipótese principal remete a um processo eivado de contradições que impõem dificuldades à efetiva implementação e consolidação da gestão ambiental compartilhada entre os órgãos estaduais de meio ambiente do estado do Amapá, seja por interpretações equivocadas da legislação e/ou por decisões eminentemente políticas. A análise atenta para a existência ou não de políticas na área ambiental, formuladas pelo Estado, assim como sobre a estrutura organizacional e institucional implantada pelo estado do Amapá para a gestão ambiental do seu território. Do ponto de vista metodológico, esta pesquisa utilizou a pesquisa bibliográfica, com abordagem qualitativa de dados referentes ao modelo de gestão ambiental do estado do Amapá, além do amparo legislativo para respaldo técnico científico e, por fim, análise da eficácia dos órgãos ambientais. Os resultados indicam que o Sistema Estadual de Meio Ambiente precisa ser aprimorado no sentido de fortalecer a gestão ambiental compartilhada entre os órgãos estaduais que integram a estrutura administrativa ambiental do Amapá, pois há diversos pontos de conflito de competência que são decorrentes de formulação e planejamento fundamentados em decisões estritamente políticas, em detrimento de arranjos orgânicos que priorizem a cooperação entre os órgãos com base em critérios técnicos. 2018-03-28T20:30:09Z 2018-03-28T20:30:09Z 2016-08-25 Dissertação OLIVEIRA, Fabrício Borges.
