If so, do these workers continue to hold positions for which they have been rehabilitated or not? If not, what are the reasons why these workers did not perform the jobs for which they were rehabilitated? This study has relevance, considering that the Professional Rehabilitation Program is an alternative for workers who are out of the labor market because they are receiving a benefit due to the accident or illness, to return to work. Thus, the locus of the field research consisted of the Rehabilitation services provided by the Belém / Nazaré and Belém / Pedreira Social Security Agencies (APS), while the research subjects were: 8 (eight) rehabilitated insured persons, 1 (one) Representative of the company and 2 (two) professional advisors, so that the temporal cut of this was between the years of 2013 to 2015. This way, it was used of primary sources (semi-structured interview) and secondary (INSS documents). The study was structured starting from the understanding of the work category to be able to understand the contemporary transformations that are taking place in the working world and its implications in the process of professional rehabilitation. We sought to understand the main objective of this service, which is to provide conditions for the rehabilitated worker to re-enter the labor market. This purpose also led us to understand the crisis of contemporary capitalism, emphasizing the crisis experienced since the 1970s, in order to understand the context of the program and its trajectory in the history of social security policy. In this sense, it has become fundamental to discuss social security policy and how social security policy was instituted in Brazil, in particular, since the Professional Rehabilitation Program is one of the services that make up this policy. The results of the research indicate that the Professional Rehabilitation Programs of the agencies surveyed present serious difficulties that directly compromise the quality of this service, such as the absence of vocational courses for the rehabilitators, thus hindering the work of the professional counselor, As it does not have the fundamental instruments to carry out the cases of professional rehabilitation, which mainly affects the life of the worker away from work, which will probably spend more time to benefit and will have less possibilities depending on the profile of the insured - to become a potential worker returning to work but, who will be a worker who has been retired through a set of factors to ensure a right provided by this policy, as so many identified in this study. FAPESPA - Fundação Amazônia de Amparo a Estudos e Pesquisas O presente estudo teve como objetivo analisar as contribuições do Programa de Reabilitação Profissional da Previdência Social desenvolvido na RMB para a reinserção dos segurados ao trabalho, a partir da perspectiva teórica crítica-dialética, as seguintes questões norteadoras se constituem primordiais para orientar o processo da pesquisa: os segurados atendidos pelo Programa de Reabilitação Profissional foram reinseridos ao mercado de trabalho? Em caso positivo, esses trabalhadores continuam exercendo os cargos para os quais foram reabilitados ou não? Em caso negativo, quais são os motivos que levaram esses trabalhadores não exercerem os cargos para os quais foram reabilitados? Este estudo possui relevância, ao considerar que o Programa de Reabilitação Profissional é uma alternativa para os trabalhadores que estão fora do mercado de trabalho por estar recebendo um benefício decorrente da situação de acidente ou adoecimento, a retornarem ao trabalho. Assim, o lócus da pesquisa de campo constituiu-se pelos serviços de Reabilitação prestados pelas Agências da Previdência Social (APS) Belém/Nazaré e Belém/Pedreira, enquanto que os sujeitos da pesquisa foram: 8 (oito) segurados reabilitados, 1 (um) representante da empresa e 2 (dois) orientadores profissionais, de modo que o recorte temporal desta foi entre os anos de 2013 a 2015. Desta forma, valeu-se de fontes primárias (entrevista semi-estruturada) e secundárias (documentos do INSS). O estudo foi estruturado partindo da compreensão da categoria trabalho para, então, poder depreender as transformações contemporâneas que vem ocorrendo no mundo trabalho e as suas implicações no processo de reabilitação profissional. Procurou-se apreender o objetivo principal deste serviço que é proporcionar condições para que o trabalhador reabilitado se reinsira ao mercado de trabalho. Este propósito remeteu à compreensão, também, da crise do capitalismo contemporâneo, dando ênfase à crise vivenciada a partir da década de 70, para se entender o contexto que o programa está inserido e sua trajetória percorrida na história da política previdenciária. Neste sentido, tornou-se fundamental discutir a política de seguridade social e como esta se instituiu, no Brasil, em particular, a política da previdência social, uma vez que o Programa de Reabilitação Profissional é um dos serviços que compõe esta política. Os resultados da pesquisa apontam que os Programas de Reabilitação Profissional das agências pesquisadas apresentam sérias dificuldades que comprometem, diretamente, a qualidade desse serviço, como por exemplo, a ausência de cursos profissionalizantes para os reabilitandos, logo, dificulta o trabalho do orientador profissional, à medida que o mesmo não tem os instrumentos fundamentais para dar prosseguimento aos casos de reabilitação profissional, o que afeta, principalmente, a vida do trabalhador afastado do trabalho que, provavelmente, passará mais tempo de benefício e terá menores possibilidades - dependendo do perfil do segurado - de se transformar em um trabalhador em potencial de retorno ao trabalho, mas, que será um trabalhador que foi aposentado mediante a um conjunto de fatores para garantir um direito previsto por esta política, como tantos identificados neste estudo. 2018-04-02T16:11:32Z 2018-04-02T16:11:32Z 2016-10-31 Dissertação SOUZA, Bruna Ferreira Esteves de.
