Resumo:
The thesis present intends to weave reflections on Education Policy in the prison system in the State of Tocantins. Considering that the Education Policy is an inalienable right of the human person, over the years it has undergone complex transformations both in the form (religious, public, private), as well as in its organization (contents, methods, teaching didactics, modalities) and legislation (curriculum guidelines). In the Penitentiary System, Education in Prisons entered this prison space late and outlined an effort to materialize the education of persons deprived of their liberty, be they in judged, provisional or egressed criminal situations, due to the complex relations and tensions between physical infrastructure, security and socio-economic and political conditions. The attributions and competences of Education in Prisons are based on legislation such as: the Federal Constitution of 1988; the Basic Education Guidelines Law; the Penal Execution Law; CNE / CBE n.11 / 2000 (Youth and Adult Education), CNE / CBE n.4 / 2010 (Basic Education). This thesis sought to analyze the trajectory of educational policy in the Tocantins prison system. To achieve this objective, history was used to characterize the implementation of the Education Policy and Education in Prisons in the Tocantins prison system; understand the relationship between the Capitalist State, the educational policy in the prison system and the contemporary transformations in the world of work, the institutional projects of educational policy in the Tocantins prison system and reflect the current unfolding of the Education Policy in the system for the labor market, focusing on the professional and technological training of the person deprived of liberty. Our theoretical-methodological approach in this study, took as a reference the qualitative research, however, we used some quantitative data established by social indicators of the incarceration profile for the research subjects (men and women incarcerated) of the interactive panel of DEPEN / INFOPEN, the documentary research (legislation) and bibliography of authors and researchers of the Marxist tradition, in order to unveil the categories that endorse our object in question. Our initial chapter dealt with the socio-historical path of Education Policy and its relationship with the Brazilian prison system, which made it possible to understand the educational path from commercial interests and which timidly signal the education of the person incarcerated in Brazil. The second relates the State and the social transformations arising from the systemic crisis of Capital that affected Education and the world of work. The other chapters demonstrated the results of the investigation, with the advances and setbacks of Education in prisons in the State of Tocantins, its relations with social projects of labor therapy, its physical structure and notes for the search for emancipatory education for the subordinate classes deprived of their freedom, however, we point out that in capitalist society, educacion can have the function mediating social reproductions directed towards work or towards a new sociability that envisions education beyond capital.
