Natural resources need planning and use of local public policies when allocating resources. However, economic growth in frontier regions such as the study municipality remains a challenge to these policies. The article aims to understand the process of scientific communication and public policies in a context of the Green Municipalities Program (PMV); analyze the management of the public policy of this Program; demonstrate the importance of scientific communication as an instrument that assists institutions and civil society to understand this process; and, demonstrate the management of the PMV in the municipality of Óbidos (PA). The guiding question of the article is to understand how the scientific communication helps the public policy of the green municipalities. Therefore, it is hypothesized that the local pact is a precondition for what the municipality is recognized as green and that the PMV policy was broad for all those who committed to the local pact. From the methodological point of view, the article will seek the greatest possible number of information on the subject, using the qualitative and quantitative research technique, expanding information on the subject through books, periodicals and other relevant references.
