However, economic growth in frontier regions such as the study municipality remains a challenge to these policies. The article aims to understand the process of scientific communication and public policies in a context of the Green Municipalities Program (PMV); analyze the management of the public policy of this Program; demonstrate the importance of scientific communication as an instrument that assists institutions and civil society to understand this process; and, demonstrate the management of the PMV in the municipality of Óbidos (PA). The guiding question of the article is to understand how the scientific communication helps the public policy of the green municipalities. Therefore, it is hypothesized that the local pact is a precondition for what the municipality is recognized as green and that the PMV policy was broad for all those who committed to the local pact. From the methodological point of view, the article will seek the greatest possible number of information on the subject, using the qualitative and quantitative research technique, expanding information on the subject through books, periodicals and other relevant references. Os recursos naturais necessitam de planejamento e de utilização das políticas públicas locais no momento de alocar os recursos. Porém, o crescimento econômico em regiões de fronteira como o município de estudo, continua sendo desafio diante destas políticas. O artigo tem como objetivo entender o processo de comunicação científica e políticas públicas em um contexto do Programa Municípios Verdes (PMV); analisar a gestão da política pública deste Programa; demonstrar a importância da comunicação científica como instrumento que assiste as instituições e sociedade civil para entender este processo; e, demonstrar a gestão do PMV junto ao município de Óbidos (PA). A questão norteadora do artigo é entender de que forma a comunicação científica auxilia a política pública dos municípios verdes. Para tanto, define-se como hipótese que o pacto local é pré-condição para o que o município seja reconhecido como verde e que a política do PMV foi ampla para todos que se comprometeram com o pacto local.
